Ready-to-paste subcontracting rationale

The Consortium will subcontract bounded specialist digital implementation tasks that do not constitute core Project activities. The selected supplier provides proven, reusable technical foundations, Project-specific configuration and content preparation, and a published scope boundary. This approach avoids funding repeated greenfield development, provides a reproducible indicative price, and supports best value for money while responsibility for Project objectives, content approval and official reporting remains with the beneficiaries.

Common assumptions

Exclusions and tailored review

Bespoke features, professional or certified translation, psychometric design, new scoring algorithms, official Project report writing, regulated-data requirements, unusual high-volume Assessment use, source material added after the agreed Launch Corpus and scope beyond published limits require tailored review.

The availability commitment excludes announced maintenance, uncontrollable provider incidents, malicious attacks, Coordinator-caused changes, legal suspension, and force majeure. It is a reasonable-efforts service promise, not a numerical uptime guarantee.

Version 2026.2. Prices exclude VAT where applicable and are held for 18 months only when generated for the same proposed Project through the Scoped Budget Line form.
