The digital side of an Excellence Hub
Every Excellence Hub needs a public website, a place for training and a way to show its progress for up to five years. We deliver that work as a Subcontractor, and publish its scope and price so you can write it into the proposal now.
An Excellence Hub brings together research, business, government and civil society from at least two regions, for up to five years. The Consortium is built around the joint strategy, the pilots and the people. The digital work underneath is not what the Hub is judged on, but the Hub still needs it on the first day and on the last.
We deliver that work as a Subcontractor to the Partner who holds the budget line. Because the scope and price are published, you can describe it in the proposal before the deadline without a sales call first.
The Call at a glance
- Call: Excellence Hubs, HORIZON-WIDERA-2027-04-WIDENING-01, under Horizon Europe.
- Deadline: 4 March 2027, 17:00 Brussels time. Single-stage submission.
- Consortium: at least two R&I ecosystems in two different Widening countries, each with academic, business, public-authority and societal actors. The Coordinator must be established in a Widening country.
- Duration and funding: up to five years; the Commission’s info-day material gives a funding rate of 70% of eligible costs.

What a Hub needs, and the Service that covers it

Each Service has a published boundary. Anything beyond it gets a tailored review and is priced separately before you commit, so the amount you enter in the proposal is not a starting bid.
Every one of these Services is kept hosted, monitored and maintained for five years from the official Project start. A Hub that runs for five years does not have to find a new home for its website halfway through.
Ready-to-paste text for the dissemination Work Package
Zagor Solutions Ltd will be subcontracted for non-core digital delivery: design, implementation, multilingual configuration, hosting, monitoring, maintenance and five-year availability of the Hub’s accessible public Project Website; a multilingual Learning Platform for the Hub’s skills activities; and privacy-conscious dissemination analytics across the Hub’s public websites and Platform Deployments. The Consortium retains responsibility for all content, strategy, pilots and reporting.

Work that falls outside the published Services
Most Hubs also run an open call that gives grants to SMEs and start-ups, and most need a way to report the same indicators from both ecosystems. Neither has a published price, because the rules, the evaluation process and the data come from your Consortium.
We quote that work against its own Work Package on the technical partner route: for example an application and evaluation workflow for the open call, or a shared indicator view that draws on data from each ecosystem. We have not delivered either for a previous Hub, and we will say so in any proposal text we write with you.
Naming a Subcontractor in the proposal
A Subcontractor’s tasks and their estimated cost go into the proposal, so we need to be chosen before you submit, not after the award. We never take on Core Tasks: drafting the application, coordinating the Hub and writing its reports stay with the Consortium.
Zagor Solutions Ltd is registered in Cyprus, itself a Widening country. For Excellence Hubs we join only as a Subcontractor, not as a Partner in the Consortium.
